Got a good cut sugar cookie recipe?

I believe this is a Cook's Illustrated direction, but am not positive. Perfect for feature out and decorating.

Sugar Cookies, Best in the World

3 cups all goal flour
1/2 tsp salt
1/2 tsp baking powder
1/2 tsp nutmeg
20 TBLS unsalted butter, softened
1 cup sugar
1 large egg
2 tsp vanilla
